Why sustainable mobility matters

In the 1960s, the vision of future mobility was people with jet packs and flying cars – we believed these innovations wouldn’t be far off after the moon landing in 1969. Obviously, the reality in 2017 is somewhat different.

Today, we have congestion in cities, rural areas cut off from the rest of the world, and too many people without access to safe, efficient, and green transport. This stifles markets and hinders people from the jobs that will help them escape poverty. Without access to sustainable mobility, it will be much harder—if not impossible— to end poverty and achieve the Sustainable Development Goals (SDGs).

And perhaps the most tragic reality is this: that approximately 1.3 million people die each year in traffic-related incidents. Young people, those between the ages of 15-29, are the most affected by road crashes. This heartbreaking and preventable loss of life should be a clear signal that road safety matters.

At the same time, how we change transport is vitally important and will impact generations to come.

Sustainable mobility: Who's who and who does what?

Some might call it an existential question. Some may be surprised that the answer is not clear. When it comes to sustainable mobility initiatives and stakeholders, who is who, and who does what? Addressing these questions is a key pre-requisite to the transformation of the transport sector and the realization of the Sustainable Development Goals.

The SDGs, the Global Decade of Action for Road Safety, the Nationally Determined Contributions (NDCs), the Vienna Programme of Action for Landlocked Developing Countries, over 100 different organizations and initiatives… It’s enough to make your head spin! As the world increasingly recognizes the importance of mobility to the overall sustainable development agenda, the number of stakeholders in this arena has been growing steadily. Although many established groups have been warning us for years about the role of transport in the fight against climate change—the sector accounts for some 23% of all energy-related greenhouse gas emissions—many newer players are now adding their voice to the global conversation.

From public transport agencies to car companies and ride-sharing platforms, clean fuel advocates, maritime transport groups, and electric vehicle proponents, a dizzying array of sector-specific initiatives have emerged over the last few years. Newer city-specific coalitions, such as the C40 Cities Climate Leadership Group and the Compact of Mayors, have played a critical role in relaying these concerns at the local level. However, global initiatives have been the ones that have seen the most impressive growth. Also in the mix are globally minded, from UN entities to smaller NGOS, as well as region-specific organizations such as regional development banks.

What’s the solution to untangling this web of stakeholders? Over the past six months, the World Bank, with support from the World Economic Forum, has mapped out major transport initiatives and organizations as comprehensively and systematically as possible.

About 17 years ago, I began preparations for applying to colleges in America. One of the prerequisites to qualify for an undergraduate program was the Test of English as a Foreign Language (TOEFL), administered at testing centers around the world. I vividly remember calling the number given to see how I faired in the test, standing at an international call center booth on a sunny afternoon in Islamabad, Pakistan, my heart beating fast with anticipation. The call cost Rs.100/minute at the time ($1.05/min at the current rate). But despite the expensive price tag, the service delivered information I desperately needed.

Fast forward to the age of Google Voice, WhatsApp, Viber… You’ll agree that technology has not only advanced but services have become cheaper as well. Technology is entrenched in our everyday tasks—from communication to financial transactions, from expanding education to building resilience to natural disasters, and from informing transport planning to expanding energy to the unserved.

So, ask yourself: am I—a student, teacher, business owner, or a local government representative—reaping the full benefits of the greatest information and communication revolution in human history? With more than 40% of the world’s population with access to the internet and new users coming online every day, how can I help turn digital technologies into a development game changer? And how can the world close the global digital divide to make sure technology leaves no one behind?

The answer, unfortunately, is not very. The world is off track to achieving sustainable mobility. The demand for moving people and goods across the globe is increasingly met at the expense of future generations.
 
That is the verdict of the Global Mobility Report (GMR)—the first ever assessment of the global transport sector and the progress made toward achieving sustainable mobility.
 
This is the first major output of the Sustainable Mobility for All initiative (SuM4All), a global, multi-stakeholder partnership proposed last year at the United Nations (UN) Climate Action Summit with the purpose of realizing a future where mobility is sustainable. The release of this study puts a sector often overlooked by the international community squarely on the map as essential to address inclusion, health, climate change and global integration.
 
The report defines sustainable mobility in terms of four goals: universal access, efficiency, safety, and green mobility. If sustainable mobility is to be achieved, these four goals need to be pursued simultaneously.

Since 1970, the electricity generation capacity of Turkey has increased more than 30-fold to reach 70,000 MW in March 2015. In a country of nearly 80 million people, demand for electricity has risen about 7 percent annually in recent years, requiring steady efforts to expand the sources of reliable and clean power. Starting in the early 2000s, through a series of interlinked measures supported by the World Bank Group, the country has worked to meet this growing demand, while spurring private-sector investment and innovation. Nearly all commodity price indexes rose in September – Pink Sheet

Energy commodity prices increased more than 5 percent in September—the third consecutive monthly gain—led by a surge in oil prices, the World Bank’s Pink Sheet reported.

Non-energy prices rose modestly. Agriculture prices climbed a little over 1 percent, led by strong upturns in most edible oils and wheat.
The outlier to the trend of increases, beverage prices, fell 1 percent due to weakness in coffee prices. Fertilizer prices surged over 6 percent, led by a 16 percent jump in Urea.

The Neighborhood Battery System: Conserving Energy and Reducing Emissions in the Netherlands

Electric cars are so popular in the Netherlands that it would not be uncommon, say, for a Tesla to roll up as a taxi outside Amsterdam’s Schiphol Airport. And it is not tough to find charging stations for these cars in neighborhoods, parking lots, or even along the streets.

To reduce carbon emissions, national and local governments are taking various approaches—and, thus, electric cars, solar home systems, and energy-efficient solutions for buildings are booming in Europe. Cities like Amsterdam are front and center of this transformation. Netherlands, for instance,  has an ambitious goal of reducing CO2 emissions by 80–95 percent by 2050 compared with 1990, making it an ideal venue for a Smart Cities Tour earlier this year, where  a group of 26 representatives, including national and municipal officials and World Bank project teams, to learn from the Netherlands’ successful experience in energy sector transformation.

For instance, during a site visit to energy network company Alliander, we saw the pilot of a neighborhood battery system (NBS) in Rijsenhout, a town in the Western Netherlands near Amsterdam. The NBS is a local, community-level energy storage system that employs one large battery to stabilize neighborhood power distribution grids, particularly during peak hours. With a significant and increasing number of electric vehicle charging stations and solar panels installed in communities, electric networks are under increasing pressure to handle the variation between solar power during the day and concentrated peak electricity demand in the evenings and nights. Maintaining stable power supply and enhancing the resilience of the electricity grid to spikes in demand are fast becoming real challenges for these communities. While overhauling the power grids to prepare for these challenges could be costly and time-consuming, these small-scale NBS provide a low-cost, smart alternative solution.

E-commerce is booming. What’s in it for urban transport?

Worldwide, e-commerce has experienced explosive growth over the past decade, including in developing countries. The 2015 Global Retail E-Commerce Index ranks several of the World Bank’s client countries among the 30 most important markets for e-commerce (China ranks 2nd, Mexico 17th, Chile 19th, Brazil 21st, and Argentina 29th). As shown in a 2017 report from Ipsos, China, India, and Indonesia are among the 10 countries with the highest frequency of online shopping in the world, among online shoppers. Although growth in e-commerce in these countries is sometimes hindered by structural deficiencies, such as limitations of banking systems, digital payment systems, secure IT networks, or transport infrastructure, the upcoming technological advances in mobile phones and payment and location systems will trigger another wave of growth. This growth will likely lead to more deliveries and an increase in freight volume in urban areas.

In this context, the Bank has been working with the cities of Sao Paulo and Bangalore to develop a new tool that helps evaluate how different transport policies and interventions can impact e-commerce logistics in urban areas (GiULia). Financed by the Multidonor Sustainable Logistics Trust Fund, the tool serves as a platform to promote discussion with our counterparts on a subject that is often neglected by city planners: urban logistics. Decision-making on policies and regulations for urban logistics has traditionally been undertaken without sufficient consideration for economic and environmental impacts. For instance, restrictions on the size and use of trucks in cities can cause a number of side effects, including the suburbanization of cargo, with warehouses and trucks located on the periphery of cities, far from consumers, or the fragmentation of services between multiple carriers, which may lead to more miles traveled, idle truck loads, and inefficiencies.

Reforms Sri Lanka needs to boost its economy

Many Sri Lankans understand the potential benefits of lowering trade costs and making their country more competitive in the global economy. The majority, however, fear increased competition, the unfair advantage of the private sector from abroad and limited skills and innovation to compete.

Yet, Sri Lanka’s aspirations cannot be realized in the current status quo.  

While changes in trade policies and regulations will undeniably improve the lives of most citizens, I’m mindful that some are likely to lose. However, many potential gainers of the reforms who are currently opposed to them are unaware of their benefits.

Implementing smart reforms means that government funds will be used more effectively for the people, improve access to better healthcare, education, basic infrastructure and provide Sri Lankans with opportunities to get more and better jobs. Let me focus on a few reforms that I believe are critical for the country.  First, Sri Lanka needs to seek growth opportunities and foreign investment beyond its borders.

Machine Learning Helps Power Down Electricity Theft in Jamaica

  • In Jamaica, about a quarter of electricity produced is stolen or “lost” through non-paying customers and/or accounting errors. Manual detection has failed to make a difference in reducing this theft.
  • ESMAP’s technical assistance team implemented a machine learning model to help Jamaican utility JPS identify and decrease incidents of theft.
  • The machine learning model is based on an open source code, and is available for free to any utility.
About a quarter of the electricity produced by Jamaica’s energy utility, Jamaica Public Service (JPS) is stolen. When traditional, labor-intensive methods failed to produce lasting results, Jamaica tried a different approach: machine learning.
 
Globally, billions of dollars are lost every year due to electricity theft, wherein electricity is distributed to customers but is never paid for. In 2014 alone, Jamaica’s total power transmission and distribution system reported 27% of losses (due to technical and non-technical reasons), close to double the regional average. While the utility company absorbs a portion of the cost, it also passes some of that cost onto consumers. Both actors therefore have an incentive to want to change this.
 
To combat this, JPS would spend more than $10 million (USD) on anti-theft measures every year, only to see theft numbers temporarily dip before climbing back up again. The problem was, these measures relied primarily on human-intensive, manual detection, and customers stealing electricity used more and more sophisticated ways to go around regularly metered use. JPS employees would use their institutional knowledge of serial offenders and would spend hours poring over metering data to uncover irregular patterns in electricity usage to identify shady accounts. But it wasn’t enough to effectively quash incidents of theft.
