The year 2017 was momentous for Somalia, with the inauguration of a new president and parliament following a historic electoral process, and also the launch of a National Development Plan (2017–19). However, the peaceful transition of power was soon followed by the declaration of a “natural disaster” in the form of a prolonged drought that sparked fears of famine. By the end of 2017, 6.2 million people were in need of humanitarian assistance and over 1 million people internally displaced.

Just ahead of this year’s anniversary of the Indian Ocean tsunami of 2004, I visited the Tsunami Honganji Vihara site in Sri Lanka where upwards of 2,000 people died when their train was destroyed by the force of the waves. Shortly after my visit, Sri Lanka was faced with an unusually large tropical cyclone that pummeled the capital of Colombo, and caused extensive flooding, power failures and infrastructure damage. And, a few thousand miles away, Bali’s highest volcano, Mount Agung, was threatening to erupt, causing considerable anxiety in Colombo that it could trigger another tsunami event of the same magnitude of the 2004 disaster.
Upon my return to the United States I learned of the raging wildfires in California causing massive damages.
This year’s seemingly never-ending adverse weather events, exacerbated by climate change, along with adverse natural events such as earthquakes, are negatively impacting critical infrastructure globally. Some might describe 2017 as a global “annus horribilis” for adverse “force majeure” events.
How can a country vulnerable to natural disasters mitigate the effects of climate change? In Bangladesh, resilient communities have shown that by using local solutions it is possible to combat different types of climate change impacting different parts of the country.
Every year, flash floods and drought affect the north and north-west regions. Drinking water becomes scarce, land becomes barren and people struggle to find shelter for themselves and their livestock. In the coastal districts, excessive saline makes it impossible to farm and fish.
The Community Climate Change Project (CCCP) has awarded grants to around 41 NGOs to address salinity, flood and drought-prone areas. With the help from local NGOs, communities innovated simple solutions to cope up with changing climate and earn a better living benefiting at least 40,000 people in the most vulnerable districts.
Raising the plinths of their homes in clusters has helped more than 15,000 families escape floods, and they continued to earn their livelihoods by planting vegetables and rearing goats on raised ground. Vermicomposting has also helped to increase crop yields. In the saline affected areas, many farmers have started to cultivate salinity tolerant crabs with women raising their income level by earning an additional BDT 1500 a month from saline tolerant mud crab culture in high saline areas.

High-risk areas for natural disasters are home to 5 billion out of the 7 billion total people on our planet.
Overall . A rapid and early response is key to immediately address the loss of human life, property, infrastructure and business activity.
Severe flooding occurred during the 2011 monsoon season in Thailand, resulting in more than 800 deaths. About 14 million people were affected, mostly in the northern region and in the Bangkok metropolitan area.
After such natural disasters, it is important that governments rapidly address recovery efforts and manage the financial aspects of the disaster’s impacts. Natural disasters can cause fiscal volatility for national governments because of sudden, unexpected expenditures required during and after an event.
This is especially critical in emerging-market economies, such as those in Southeast Asia, which have chronic exposure to natural disasters. To conserve and sustain development gains and analyze societal and financial risks at a national or regional scale, it is also critical to understand the impacts of these disasters and their implications at the socioeconomic, institutional and environmental level.
New project to monitor and evaluate flood severity
Financed by the Rockefeller Foundation, this World Bank Group’s Disaster Risk Financing and Insurance Program (DRFIP) and Columbia University’s Earth Institute joint project aims to define an operational framework for the rapid assessment of flood response costs on a national scale. Bangladesh and Thailand serve as the initial demonstration cases, which will be expanded to other Southeast Asian countries such as Cambodia, Lao PDR, Myanmar and Vietnam.
Women are seen in their traditional role of home-makers, but might their ability to take on managerial roles in disaster risk management be underestimated?
As part of the India Disaster Risk Management team, I travelled on the “Road2Resilience” bus journey along the entire coast of India. During field visits, the assessment team interacted extensively with the community and local government officials. The one story that seemed to resonate consistently was the efficiency in clearing roads blocked by fallen trees and debris to make sure connectivity was restored at the earliest. Following any major disaster, such as cyclone Hudhud, restoring connectivity is amongst the most challenging and critical activities. Restoring connectivity allows for more efficient flow of much-needed emergency relief, medical supplies and helps foster early recovery. We decided to dig deeper to find out what had been done differently here.
One evening, while returning from a field visit to Srikakulam district, we posed this question to Mr. V. Ramachandra, Superintendent Engineer of Public Works Department (PWD), what had been done differently. Mr. V. Ramachandra’s face lit up and he pulled out his smart phone. He showed us a “closed group” that the PWD engineers had created on Whatsapp. For the first three days after cyclone Hudhud, there was no electricity and no mobile connectivity. As the connections were restored, the PWD closed group became functional and that acted as the main tool of communication for information sharing. For any breach of road, the Engineers shared information through the Whatsapp group with a clear location and a short explanation of the problem. The person responsible for the area responded with a message stating how long it would take to clear the block. Even requests for tools and JCBs were made on the group. This helped identify and access required resources. The action taken was narrated on the group discussion page once the problem was solved. An updated photo showing restored road connectivity was uploaded to the group.
No meetings and no discussions at the district headquarter level had to be organized. The District Magistrate joined the group and gave instruction to the department through the closed Whatsapp group. Most roads were functional within three to four days. The whole department worked to provide its services through a messaging system, without any meetings and formal orders.
Social media has become a part of our daily lives and is a very powerful tool for emergency management if used properly. Social media and pre-designed apps are effective when written reports and formal meetings are not required. It is important to learn from such experiences and institutionalize them for effective and efficient use during periods of early recovery and emergency response.
With only 43% of its households with access to electricity, Odisha’s economic development lags behind that of other states in India. However, it is home to rich water reserves, wildlife, forest, minerals, and renewable energy sources, which together can help boost the state’s economy.
Let’s take the example of solar energy.
In recent years, Odisha and its international partners have set out to boost the development of renewable energy in the state and now aim to identify and scale up potential solar power sites.
Yet, challenges remain.
Despite 300 clear sunny days every year representing a huge solar potential (Odisha receives an average solar radiation of 5.5 kWh/ Sq. m area), only 1.29 percent of Odisha’s total energy capacity stems from renewable sources.
Considering that Odisha is planning to increase its solar capacity from 31.5 Megawatts (MW) to 2,300 MW in the next five years, the state must step up its efforts and enact relevant policies to meet its solar energy goals. This, in turn, could benefit local businesses and spur economic growth.
When disaster strikes, air transport is often the only feasible mode of transportation for first responders and urgently needed relief supplies. Following an earthquake, tsunami or hurricane, most roads, rail tracks and even ports become unusable, as they are blocked for days by debris. Airports, on the other hand, are remarkably sustainable and, within hours, usually become operational again.
The main reason of this sustainability is that runways are on open space where debris of a disaster can be removed quickly. Furthermore, a runway usually suffers remarkable little damage even by a strong earthquake, such as experienced last week in Nepal or in Haiti in 2010. And even if there are cracks and holes in the runway, modern relief aircraft like C-130s can operate safely for some time.
However, the challenges of operating relief flights can quickly become overwhelming, especially for airports in developing countries that usually experience only moderate traffic. In Haiti, for example, more than 74 aircraft landed on a single day following the earthquake to unload supplies. Such traffic poses risks in the air; air traffic control, often hampered by inadequate or damaged surveillance installations, can’t cope managing all arriving aircraft. On the ground, where tarmac and taxiways are small, congestion quickly reigns which prevents the arrival of more flights.
