Following milestones such as the World Humanitarian Summit, the momentum is strong for humanitarian and development communities to work together in complementary ways—not in sequence—to bridge the humanitarian-development divide. Development institutions are engaging much earlier than in the past, emphasizing the need to focus more on prevention and building resilience where they can play an active role.
Thanks to Information and Communication Technologies (ICT), we now have new ways of bridging the divide and integrating these two efforts. First, ICT platforms can bring development partners together to analyze, design, and track progress in a more unified and efficient way. They also offer an integrated system where multiple communication channels can operate at the same time. As a result, the notion of “continuous” development, whereby development experts pick up the work where humanitarian agencies left off, is progressively giving way to “contiguous” development, which offers humanitarian and development teams a chance to work more closely together.

Crystal-clear waters support an abundance of marine-life—manta rays, sharks, and whales make their homes amongst the mangroves, beds of algae, and coral reefs.
Robert Osudi is an economist at the Public Debt Management Office of the National Treasury of Kenya. In addition to working on debt policy, strategy, and risk management, his work in Kenya’s debt office focuses on analyzing fiscal risks, fiscal commitments, and contingent liabilities of Public-Private Partnership (PPP) pipeline projects. Robert is halfway through a four-month special assignment working with the Infrastructure, PPPs & Guarantees (IPG) Group at the World Bank Group as a PPP fiscal risk analyst under the auspices of the Global Secondment Program.
The secondment program offers an opportunity for selected officials of a member country, regional agency, development bank, international organization, academia, or private enterprise, to be appointed to the Bank for a specific period to enhance their skills, share knowledge, build strategic alliances, promote cultural exchange and diversification to contribute to the Bank’s work. Secondees are funded by the releasing organization.
We sat down with Robert to understand what he is learning during his on-the-job training in Washington and how he can apply that knowledge upon his return to Kenya.
The Malawi National Statistical Office (NSO), in collaboration with the World Bank’s Living Standards Measurement Study (LSMS), disseminated the findings from the Fourth Integrated Household Survey 2016/17 (IHS4), and the Integrated Household Panel Survey 2016 (IHPS), on November 22, 2017 in Lilongwe, Malawi. Both surveys were implemented under the World Bank Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) initiative, with funding from the United States Agency for International Development (USAID).
The IHS4 is the fourth cross-sectional survey in the IHS series, and was fielded from April 2016 to April 2017. The IHS4 2016/17 collected information from a sample of 12,447 households, representative at the national-, urban/rural-, regional- and district-levels.
In parallel, the third (2016) round of the Integrated Household Panel Survey (IHPS) ran concurrently with the IHS4 fieldwork. The IHPS 2016 targeted a national sample of 1,989 households that were interviewed as part of the IHPS 2013, and that could be traced back to half of the 204 panel enumeration areas that were originally sampled as part of the Third Integrated Household Survey (IHS3) 2010/11.
The panel sample expanded each wave through the tracking of split-off individuals and the new households that they formed. The IHPS 2016 maintained a 4 percent household-level attrition rate (the same as 2013), while the sample expanded to 2,508 households. The low attrition rate was not a trivial accomplishment given only 54 percent of the IHPS 2016 households were within one kilometer of their 2010 location.
Despite much progress over the last two decades, girls still have lower levels of educational attainment on average than boys at the secondary school level in Uganda. In part this is because many girls are married or have children before the age of 18—often before they are physically and emotionally ready to become wives and mothers. Educating girls, ending child marriage, and preventing early childbearing is essential for girls to have agency, as future wives and mothers, and for Uganda to reach its full development potential.
Start-ups in emerging markets are disadvantaged when it comes to accessing mentors and mentorship programs. The infoDev Climate Technology Program has been working to fix this challenge and recently launched two mentorship pilots in partnership with Climate Innovation Centers in Ghana and the Caribbean.
Successful entrepreneurs from developed technology hubs often engage mentors so that they can learn from experienced industry veterans, solve unfamiliar problems, and navigate blind spots. In emerging economies, great mentors are harder to come by, founders are less familiar with what to expect from a mentor, and support programs and networks are less established.

The Malian diaspora counts between four and six million people, many of whom have benefited from a good education and rich experiences, that could help develop high-potential businesses in their home countries.
However, starting and running a business in Mali isn’t easy. That’s why Pape Wane, a Malian reality TV producer, decided to partner with local business incubators to launch the Diaspora Entrepreneurship competition in order to identify, promote, and support members of the diaspora community who can seize business opportunities in Mali, while also understanding the unique challenges of the local ecosystem.
Using the codes of reality TV, the competition has strived to resonate with Mali’s youth by increasing their awareness of entrepreneurship’s potential to address the country’s socio-economic challenges.
It’s not always easy to convince the private sector to participate in public infrastructure projects—especially in developing countries and emerging economies. Why is this a problem? Because there simply is not enough public money to meet the growing demand for infrastructure, which is a key element of development and poverty alleviation. The need is great, numbering in the trillions of dollars.
But there is good news—the market has both the trillions and the expertise to use it, if the conditions are right. And the World Bank Group has a number of instruments that can help create an environment that meets the needs of the private sector in financially, environmentally, and socially sustainable ways. Guarantees are one of those instruments, a tool that is highly effective in leveraging limited resources for mobilizing commercial financing for critical infrastructure projects.
Six years after independence, South Sudan remains one of the world’s most fragile states, unable to emerge from cycles of violence. About half the population—that is, about 6 million of 12 million people—are food insecure. A famine was declared in February 2017. And though the famine was contained (thanks to massive humanitarian support), food insecurity remains at extremely high levels.
About 2 million South Sudanese have fled the country and another 1.9 million are internally displaced. The economy is estimated to have contracted by 11 percent in the past fiscal year, due to conflict, low oil production, and disruptions to agriculture. The fiscal deficit, inflation, and parallel market premium have all soared.
This macroeconomic collapse has crushed the livelihoods of many South Sudanese.
