As the backbone of development, infrastructure provides vital support for the twin goals of poverty reduction and shared prosperity. Considering the different needs, roles, and responsibilities of men and women in infrastructure design makes the achievement of these goals more sustainable.
Women and men face constraints both as beneficiaries and producers of infrastructure services. For example, there can be inequitable access to roads, financing for electricity connections, or clean water. There are also inequities in the infrastructure business value chain: Do utilities have a balance of women and men on technical and leadership teams? Is there diversity on boards, with regulators or policy makers? Are women-owned firms in supply chains?
In Gaile Parkin's novel Baking Cakes in Kigali, two women living in Kigali, Rwanda – Angel and Sophie – argue over the salary paid to a development worker: "Perhaps these big organisations needed to pay big salaries if they wanted to attract the right kind of people; but Sophie had said that they were the wrong kind of people if they would not do the work for less. Ultimately they had concluded that the desire to make the world a better place was not something that belonged in a person's pocket. No, it belonged in a person's heart."
It's not a leap to believe – like Angel and Sophie – that teachers should want to help students learn, health workers who want help people heal, and other workers in service delivery should want to deliver that service. But how do you attract and motivate those passionate public servants? Here is some recent research that sheds light on the topic.

The year of 2017 was one of many recent reminders of that “new normal”—from Hurricanes Harvey, Irma, and Maria that pounded coastal United States and the Caribbean to the severe drought that struck Somali, which led to the displacement and even life losses of individuals and families.
Even when lives are not threatened, livelihoods are at stake: Without major action taken to invest in urban resilience, climate change may force up to 77 million urban residents back into poverty by 2030.

This helps explain why many city leaders attending the World Urban Forum in Kuala Lumpur, Malaysia this week resonate with the same message: Sustainable cities are resilient cities.
At the forum, we spoke with national, municipal, and civil society leaders on the issue of urban resilience—including ministers and mayors from three Latin American countries, a region full of emerging cities and aspiring populations that are no stranger to hurricanes, earthquakes, and other natural disasters.

The World Bank Group (WBG) is currently implementing a new approach to development finance that will help better support our poverty reduction and shared prosperity goals. This crucial effort, dubbed Maximizing Finance for Development (MFD), seeks to leverage the private sector and optimize the use of scarce public resources to finance development projects in a way that is fiscally, environmentally, and socially sustainable.
There are several reasons why cities and transport planners should pay close attention to the MFD approach. First, while the need for sustainable urban mobility is greater than ever before, the available financing is nowhere near sufficient—and the financing gap only grows wider when you consider the need for climate change adaptation and mitigation. At the same time, worldwide investment commitments in transport projects with private participation have fallen in the last three years and currently stand near a 10-year low. When private investment does go to transport, it tends to be largely concentrated in higher income countries and specific subsectors like ports, airports, and roads. Finally, there is a lot of private money earning low yields and waiting to be invested in good projects. The aspiration is to try to get some of that money invested in sustainable urban mobility.

Two years ago, 23-year-old Pedro Flores became a technician specializing in renewable energy—all thanks to a degree from a technical institute in Maule, located in one of Chile’s poorest regions. After completing his degree in just two years, Flores became the only person in his family to obtain an advanced degree. Today, he lives in Santiago and works for a private solar energy multinational corporation, where he earns a competitive salary that is only slightly below the average for entry-level professionals in his field, most of whom spent over five years in university.
By 2030, 80% of the world’s population will be living in urban areas, following the dream of better jobs, education, and health care.
Too often, however, that dream risks remaining an urban daydream, due to natural disasters such as hurricanes, earthquakes, and floods, as well as climate change. Those of us working to help these families find a better future must focus more on ways to support efforts to protect their lives – and their livelihoods.
In the 40 years since the launch of Habitat I, governments and municipalities throughout emerging and developing countries have been proving that their cities can be not only inclusive and secure, but also resilient and sustainable. However, unless they increase their speed and scale, they are unlikely to achieve the goals of the “New Urban Agenda” and its Regional Plans, launched at Habitat III in 2016.

“If you cannot measure it, you cannot improve it” Lord Kelvin
Despite the recent proliferation of standardized testing in education, there is still a significant number of countries that oppose it. I’ve heard many arguments against standardized testing from policy makers, teachers and school directors, but two of them seem persuasive at first glance. The first one is that the test’s main purpose is to hold teachers and school directors accountable, that is, to reward and punish them based on students’ performance and—per tests’ opponents—this is unfair. The second is that since standardized testing assesses few subject areas, it redistributes attention and resources to these subjects in detriment of other equally important areas of the curriculum. These are valid points, but, as I argue below, they do not justify incurring the very high cost of not testing.
